According to the statistics provided at the NationMaster web site, these are the top 20 countries with the most police ( per total ):
Now have a look the Police Per Capita graph and see how many cops are per 1000 people.

4I don’t think is that. They’ve released figures for all the others.
The only one on that list (of 48) is Honk Kong, holding the 22nd place.
